The discussion opens up with the words of the delegate of Denmark, followed by the delegate of Libya and further by delegate of Cuba.

The delegate of Vietnam speaks up!
The delegate of Vietnam stated that their National Assembly is considering decriminalizing of drug use, downgrading the personal use of illegal narcotics from a criminal offense to an administrative offense. Article 199, which prescribes prison sentences of up to 2 years for persistent drug usage was also highlighted.

The Delegate of Russia throws light on the steps taken by the Russian Federation. The government of the Russian Federation has strengthened supply reduction and law enforcement; border control and has received information from the governments of Indonesia, Pakistan and Thailand on implementation of the recommendations.

The Un-moderated Caucus
Though the caucus was not leading to any feasible matter initially other than agreeing on the points of what needs to be discussed in the next moderated caucus but it turned into something heating when the Committee asked the Delegate of Japan to shut up.
The Secretary General received a formal plea from the President of UNGA to reprimand the delegate of Japan from the committee. The Secretary after anonymous voting accepted the plea!

The moderated Caucus
The delegate of Libya mentioned about the links between arms and drugs, the funds and resolution 15-148.
The delegate of Cuba accepted that though the country has been a centre of trafficking at some point, the fact stands true no more.
The delegates of Russia, Mexico, Vietnam, Japan and Columbia mentioned that steps must be taken to halt the trade of illegal drugs as soon as possible.
While UK proved its point of being against the trade by highlighting the fact that they were the first country to sign the European Action Plan to combat drugs adopted by Treaty of Rome in 1990.
The delegate of Germany presented that with the help of the EU, the country would prioritize demand reduction strategies to prevent people from take drugs and treat addicted persons to get them off drugs.

The general speaker's list started with Afghanistan explaining its policies followed by Japan highlighting its contribution towards the prevention of the illicate drug trade.
Delegate of Libya stated that since the country is ranked no. 1 in the illicit drug trade and clarified that it needs time to take concrete steps to completely handle the problem.

Contributions by Japan
The delegate of Japan highlighted that on May 18,2015 his country partnered with UNODC to tackle th multidimensional security threats in North Eastern Nigeria which included terrorist activities, drug and trafficking and other forms of organized crimes through a grant of US $ 450,000 to UNODC.
Japan co-operates with UNODC to counter the global trade of illicit drugs such as amphetamine-type stimulants, cannabis and new psycho-active substances.
