The delegate of Vietnam stated that their National Assembly is considering decriminalizing of drug use, downgrading the personal use of illegal narcotics from a criminal offense to an administrative offense. Article 199, which prescribes prison sentences of up to 2 years for persistent drug usage was also highlighted.
